HOLDEN BOARD OF SELECTMEN
MEETING MINUTES
APRIL 21, 2009

6:30 PM                 Senior Center

Present:        Chairman David White, James Jumonville, Joseph Sullivan

Absent:         Sel. Kimberly Ferguson, Kenneth O’Brien

Others Present:  Jacquie Kelly, Assistant Town Manager, Robert J. Martin, Town Counsel

Chairman White opened the meeting at 6:30 PM.  The Board participated in the Pledge of Allegiance.

Selectmen Licenses and Permits

Motion by Sel. Sullivan, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO APPROVE A PUBLIC ENTERTAINMENT LICENSE FOR DENISE MCKENNEY ON BEHALF OF KIDOOLES LEARNING CENTER FOR GRADUATION AT THE BANDSTAND ON JUNE 17, 2009 FROM 4:30 TO 7:30 PM.

Motion by Sel. Sullivan, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO APPROVE A COMMON VICTUALER LICENSE FOR JANICE FLAHERTY OF AMERADA HESS CORPORATION TO CHANGE HOURS TO 5:00 AM TO MIDNIGHT.

Signing of Annual Town Meeting Warrant

Selectmen present signed the warrant for the Annual Town Meeting on May 18, 2009 at 7:00 PM at Wachusett Regional High School.

State House Note for Water Project Engineering

Treasurer/Collector Jean Berg held a note sale on April 15, 2009 for $300,000 for water project engineering costs.  The Town received three bids:  UniBank:  4.25%; Bank of Western Mass: 4.25%; Eastern Bank:  4.9%.  UniBank was chosen as the winner. The State House notes were signed.

Citizens’ Address - No one came forward to address the Board

Liquor License Application – Wong Dynasty and Yankee Grill, Inc.

Motion by Sel. Sullivan, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO HOLD A PUBLIC HEARING ON MONDAY, MAY 4, 2009 AT 7:30 PM IN MEMORIAL HALL IN THE TOWN HALL ON THE APPLICATION OF WONG DYNASTY AND YANKEE GRILL, INC. FOR A NEW RESTAURANT ALL ALCOHOLIC BEVERAGES LICENSE, HELOUISE J. VUONG, MANAGER OF RECORD.

Street Layout – Alden Woods
Motion by Sel.  Sullivan, seconded by  Sel.  Jumonville, it was UNANIMOUSLY VOTED THAT THE BOARD OF SELECTMEN OF THE TOWN OF HOLDEN INTEND ON MAY 4, 2009 TO LAY OUT THE FOLLOWING:  BRICE CIRCLE FROM STATION 0+16.50 TO STATION 6+14.58 FOR A DISTANCE OF APPROXIMATELY 598.08 FEET; ALDEN HILL ROAD FROM STA.0+13.50 TO STA. 5+83.50 FOR A DISTANCE OF APPROXIMATELY 570.00 FEET; AND A PORTION OF BLAIR DRIVE FROM STA. 0+25.00 TO STA.19+93.76 FOR A DISTANCE OF APPROXIMATELY 1,968.76 AND REFER THIS REQUEST TO THE PLANNING BOARD.

Town Manager’s Miscellaneous
        
Library Director Jane Dutton notes that April is Food for Fines month at the Gale Free Library.  Patrons can clear their over due fines by donating items to the Wachusett Food Pantry.

Signs have been posted at Trout Brook and Grove Cemetery advising the public of the Town By-law “Leash Law” as well as dog waste signs.

Denise Morano, Recreation Director advises that the pool will be closed on June 25th to allow the 5th graders to have their graduation “splash” party.  The pool will open weekends starting June 6th and will open for the season on Friday, June 26th at 1:00 PM.

The Board has received one letter of interest from Gregg Koenig to receive the Starbard Scholarship.  The interest balance as of 12/31/08 is $3,111.92.  A Subcommittee of Jim Jumonville and David White will arrange a meeting with the Starbard Family to discuss.

Ms. Kelly reminded the Board that the Employee Yard Sale will be held on Saturday, April 25th from 8:00 am to 2:00 pm on the Town Common.

The Spring Composting schedule will be held at the site of the former landfill on River Street on Saturdays, April 25, May 2, May 9 and May 16 from 8:00 am to 2:30 pm.

Selectmen Subcommittees

Jumonville:  The Memorial Day Parade will take place on Monday May 25th at 1:00 PM.

Selectmen Miscellaneous

Sel White reviewed several miscellaneous items submitted by Sel. O’Brien:
Dog curbing signage and doggie bag dispensers at Trout Brook.
Asked that street sweeping at Checkerberry Village be undertaken by the Town to assist the Holden Housing Authority.
If sidewalks on Salisbury Street will be repaved this year, he asked that the Town also repave from Old Salisbury Street to Main Street.
Requested an updated Chapter 90 expenditure list for the upcoming paving season.
Requested updated water and sewer revenue statistics.
Requested that the Town Manager establish an implementation committee for the master plan.
Advised that the Water Sewer Advisory Board will meet on May 7th at 7:00 PM in the Starbard Building.
